Parents of school children demand better traffic management and child protection


Precious lives are regularly lost on the roads of Belagavi due to speeding vehicles, some of which are heavy goods vehicles. Some of these lives are lives of innocent students, going to or coming from the Belagavi cantonment school. Belagavi Cantonment has some of the oldest and largest schools in Belagavi like St. Paul’s, St. Joseph’s, St. Mary’s, St. Xavier’s, St. Anthony’s, Islamiya, Cantonment School, BK Model, Jijamata School and Kendriya Vidyalaya. Nearly 18,000 students have to report to school early every morning.

Khanapur Road, Belagavi’s main artery is used at least twice a day by 18,000 students and their parents. Unfortunately, there are no “traffic calming” measures on this road. The late Shri Suresh Angadiji struggled to get this road widened – and on November 22, 2019 he persuaded the Cantonment Board to widen this road so that it could have sidewalks on both sides for pedestrian safety. (Please see cantonment board resolution.) But no action was taken on this after his sad demise.

As parents, we are greatly troubled that no infrastructural changes have been made to this road to save lives, nor that no traffic management plan has been implemented here. .

We therefore kindly ask you to have sets of speed breakers installed at various locations on this road as shown in the attached plans and some solutions listed below. Each speed breaker, which operates silently 24/7, must be scientifically designed, painted with white zigzag markings and a “Speed ​​breaker ahead” sign. Perhaps it should also be equipped with “cat’s eye reflectors”. We are ready to pay for all this. Because we are not ready to pay with our children’s lives for our lack of money.

We ask you to act immediately and help to protect the lives of our children; we have posted below some solutions that can be implemented immediately.

1. Please stop heavy vehicle traffic during school hours, 8:00 a.m. to 11:00 a.m. and 3:00 p.m. to 6:00 p.m.

2. Install Scientific Speed ​​breakers at all interjections of Khanapur Road.

3. To increase green signal duration from 12 seconds to 24 seconds on Khanapur Road on Globe Cinema Juncture, (Cross Khanapur Road from Telegraph Road to Independence Road)

4. The traffic light at the Globe Cinema is not visible to traffic from St. Anthony’s Church to the Globe Cinema. Please install another prominent signal at the median of the road which should be visible from the fish market or St. Anthony’s Church.

5. Finally, please deploy a traffic cop at all interjections during school hours.

The most dangerous intersection in Belgavi…’ what can be done to save innocent lives lost here. The traffic intersection at Globe talkies cinema on Khanapur Road has become a death trap. It is one of the three main intersections in Belgavi which experiences the highest traffic flow after Ashoka Circle and Rani Chenamma Circle. The traffic here is fierce, unruly and almost unmanageable. Lives have been lost here and many people have been seriously injured or maimed. Many children use this intersection between 8 and 9 a.m. and at various times when schools in the camp area break up for a lunch or evening break. Therefore, it is very important that we study this road junction very carefully and then find a long-term solution. There are five separate routes, with ten traffic flows, using this junction. A few years ago, the Belgavi City Corporation consulted Gherzi Traffic Consultancy of Mumbai-to. develop a comprehensive traffic management plan for the city of Belgavi. Gherzi Consultants counted the number of vehicles using this vital artery and found the junction poorly configured for such a high volume of traffic. Some major infrastructural changes were recommended, but unfortunately none of these changes were implemented: The Globe Talkies Road Hub is presented in three stages of evolution. Diagram A shows the intersection as it existed until 1996, diagram B shows the intersection as it is today, and diagram C shows the intersection as it might be configured.

The traffic load here has increased disproportionately over the past 10 years, with Belagavi seeing one of the highest records of four-wheeled vehicles: traffic coming from Gogte Circle and past Jijamata School towards St. Joseph’s , St. Paul’s and could easily turn left before Talkies Globe.

Not all of this traffic reached the _junction sooner. Traffic exiting Gogte Circle and heading towards the city’s main market – or CBT area – which could turn right just before Globe Cinema, and pass the post office is now unable to do so due to the barricades that were installed in 2020, and you have to arrive at the intersection to turn right.

Previously, this traffic did not even reach the junction. Since 1996 the left turn before Globe Talkies was banned by the Army, and since 2020 when the right turn was banned by the Traffic Police, all traffic coming from Tilakwadi and heading towards the schools and the main market of the City, via Amba Bhavan, must arrive at this intersection. Prior to 1996, traffic from St. Joseph’s and St. Paul’s schools would find it more convenient to use the schools back gates and not the High Street, Camp gate.

Today, this junction is largely overloaded. In 2022, traffic lights “were installed here – but they never worked at 8 a.m. – when school children use this junction the most”. Also, if there is no policeman standing here to enforce traffic light discipline, many vehicles move faster to avoid waiting even a minute when the signal turns red . This increases the likelihood of accidents. Since traffic from Gogte Circle is not ‘filtered’ to the left or right, it accumulates at the crossroads – where drivers drive dangerously when no traffic cops are on duty. Since traffic officers cannot be present at this intersection all day, we suggest that the following infrastructure changes be made at this intersection.

1. Two sets if speed bumps are installed on the carriageway bringing traffic from Gogte Circle, one ahead, Globe Cinema Talkies, one ahead Globe Cinema Talkies.

2. On a set of speed bumps to be installed on the road in front of the West Gate of the Cantonment Office (Khanapur Road Gate), on the southbound carriageway of Khanapur Road.

3. A speed limiter – to be fixed on the road opposite Pranam Hotel in the southbound traffic lane of Khanapur Road. Remember that speed breakers do their job of ‘calming’ traffic, 24 hours a day. ‘Although this road is a national road, there are several speed bumps on national roads everywhere.

4. “Ahead Speed ​​Warning” signs can be installed 10 meters before the speed warning sign — for which our PTA is willing to pay the cost.

5. The filter route along the southern wall of the Globe Talkies can be opened by military authorities as it was before. Thus, the volume of school traffic reaching the intersection will be greatly reduced.

6. The right turn before Globe Talkies should be kindly recorded, so that the “gathering” of right turning vehicles does not take place at this intersection, or at the fish market intersection in front of you or at Gogte Circle (for the road leading to the all this will ease the burden of traffic police and greatly reduce traffic accidents in this place.

Here, traffic lights should only be turned on when a team of traffic cops are present to enforce them.
